How to Use the Records

An index relating to client information contained in these files was completed in 2012. The date range of the series reflects the former practice of agency staff adding notes to files when they were withdrawn from the Northern Territory Archives Service to follow up on external enquiries.

Function / Content

This series consists of administration files of the Social Development Branch in the Department of the Northern Territory. The files contain correspondence associated with budget estimates and economic data, staff salary and conditions, legislation from the Northern Territory and other jurisdictions, returns from institutions including child welfare homes, and prisons and gaols. Individual client services, such as spectacles for pensioners, are also included. Some files include personal details of children in care, or arrangements for their adoptions. There are also files containing reports of cases heard before the Children's Court which include the name and age of the child, details of the offence, and the Magistrate's decision. A range of files contain the research and development of policy relating to government-run institutions for children in the Northern Territory (file nos SD1705-SD1706, box no.38; file no.SD1843, box no.39, and file nos SD1853, SD1857, SD1860, box no.41). Other files contain reports and correspondence relating to the development and policies of non-government institutions for children, such as the Retta Dixon Homes in Darwin (file no.SD1858, box no.41) and St Mary's Hostel in Alice Springs (file no.SD1859, box no.41). A small number of files relate to the administrative arrangements and transfer of powers in the lead up to Northern Territory self-government on 1 July 1978, for example a letter from Jim Robertson, Minister for Community Development, describing the significance of this event which was distributed to all departmental staff (file no.SD468, box no.17). A large quantity of files relate to the arrangements for the International Year of the Child (IYC) across the Northern Territory including steering committees in Darwin, Groote Eylandt, Alice Springs, Nhulunbuy and Tennant Creek and include minutes and project proposals for events and major projects held throughout 1979.
